SCR is service continuous rating and it is used to describe the speed and specific fuel or the daily fuel consumption of the ship and its engine when cruising at the continuous service speed.
MCR is maximum continuous rating and is used for describing the specific fuel consumption or the daily fuel consumption when the ship is cruising at maximum speed.
