Integral control cannot be applied independently, if applied it will degenerate to two step control.
Integral control when combined with proportional control which acts as the sensing device it becomes a proper controller
When the proportional action time and movement are made equal to the integral action time and movement it becomes an ideal controller with zero off-set
This condition can be seen in the steering gear floating lever action.
