In the hydraulic type governor why is the governor RPM more than the engine RPM ?

To make this centrifugal force effective either the mass of the weights should be high or the speed of rotation should be high. For convenience and for practical reasons the mass of the fly weights is limited and cannot be increased , so the speed of rotation is increased by suitable gearing. Hence the governor rotation speed is much higher than the engine speed.
