Why doesnt the flowmeter reading changes when the main engine is stopped as the fuel is still flowing through the same line and getting recirculated.Plz explain and elaborate.

That’s because of auto and manual backwash filters. Even when the engine is stopped, the fuel keeps on circulating through the system. If the fuel system has a backwash filter system after the circulating pump, then the filter may auto backwash or people may manually backwash the filter. Hence the flow meter shows some consumption.
