For Applying COC High voltage course cert is compulsory or what? Please advise friends

Not required. Only thing that your coc will have restriction for high voltage ships, so you will not be able to join any ship with high voltage. But u can do the course in the mean time and apply for restriction removal. Its one day procedure only.
